Agile by name only
I'm a fan of agile practice. Putting user value at the center of the software development process is an enabling focus.
Yet, as agile scales in a large business, agile can become more like "Agile", and the spirit leaves only the letter remaining; the mechanics persist, and Agile is done onto the organization.
Some observations
Internal teams want iterations to go very fast.
Contracting teams are much more cautious about iterations, due to risk and contract parameters and constraints.
A way forward?
Foster code ownership across multiple people. Having multiple developers run an application has a tendency to encourage re-use and simple code patterns (generally: best-practices).
