I want to support these principles however possible. My focus is on smaller, local agencies, who often do not have the resources, knowledge, and experience required to operate in a truly open fashion.

The principles outlined in here are not specific to federal government at all. I believe it is beneficial for any public organization to operate this way (nonprofits included).
