The legislation is divided into a Table of Contents, individual Titles which have at least one but typically many more Headings and References.

The purpose of breaking down the legislation is so that it can be analyzed in a similar manner than the "Coleslaw" work done at Sunlight Foundation.

With more than 30,000 municipalities in the United States, it would be very interesting to see the level of overlap (redundancy) and the discrepancies in legislation across the US. What I find particularly interesting is the notion of object-oriented principles as applied to legislation. Perhaps "inheritance" could greatly simplify legislation. Along similar lines, I'm concerned that the complexity of legislation is too great and would benefit from intelligent simplification, through restructuring, cleanup of jargon and technical language, and mostly through elimination of redundancies.
