Google Hangout Video not working on your Mac?

Run the command sudo killall VDCAssistant to reset the video services on your Mac. This fixed my video in Google Hangout today.

To reset audio for a Google Hangout, run the command sudo killall coreaudiod.

Then refresh your Hangout session.
