How current an item is an important indicator. Having reviewed something ensures that it is fresh(er) in someone's mind. For example, we find little value in keeping items in an Icebox. The Icebox serves a need to express and idea and keep it somewhere. But an Icebox provides little value in my experience. The items represent some amount of cognitive weight and thus drags the team down. Typically the team has learned a lot more about the product and will solve these items in a new way, if they need to be solved at all.
