About Prop 13
Jon Coupal, President of Howard Jarvis Taxpayers Association, issued an open letter to Gubernatorial Candiate, Jerry Brown, based on his response to a question regarding California's Proposition 13, where Brown did not give a clear answer.
I am aware of and somewhat familiar with Prop 13, but wanted to learn more.
Prop 13 was approved in 1978 as an amendment to the California Constitution by 64.8% of votes (68.9% voter turnout). Very basically, Prop 13, the "People's Initiative to Limit Property Taxation", limits property tax to 1% of assessed value (as determined by each County Assessor) - - and - - that the state redistributes the revenue based on the affluence of citizens. Wealthy areas get less funding, poor areas receive more funding (proportionally).
