Legislation is public code. It should be able to be tested. What is the goal of the legislation? How do we know when it works?

The current state of affairs in legislation is all over the map.

The fact that are our laws are written unclearly does not help the situation. Lawyers are trained in specialized language and concepts to interpret and create legislation.

What can we do to improve this?
