Transparency, apparently not a priority

While transparency legislation is becoming more common, open government directives are often broadly vague. "Being transparent" typically isn't near the top of public official's to-do lists. Yet, in theory and in practice, many officials believe transparent practices are beneficial internally (within a public organization) and externally (for the public).
