Port the existing public comment process online. Then, develop modular add-ons that agencies could opt into. Also, provide these modules to the public for as a way to build community capacity and interaction. Ponder the concept of 'circulate for comments'. What does that mean? How does it work? Is it effective? Is there a better way?

How does mass participation work? In person? Online?

Governments should be made to be transparent by default. Put the data online in the simplest format. Then, focus on value-added services. CA stores 5.5million cubic feet of paper at ~$1 per cubic feet.
